Objective
Reporting to the RQHSE Director and working closely with all the operational directors, the Railway Safety Manager is responsible for railway safety regulation, including AAPP, safety certificate, safety procedures, records and reports.
He acts as the deputy RQHSE Director whenever it is required and so is part of the RKH Executive Committee.

Key responsibilities
The duties to be performed by the Railway Safety Manager include but are not limited to the following:
Plan, implement and review activities to ensure safety of the employees, passengers and all other stake holders
Manage compliance (identification of the different legal and other requirements
Manage risk assessment for their areas of authority (analysis and updating)
Manage actions plan (for compliance and improvement)
Report and interact with the customer, any representatives from local authorities and RKH Qitarat
Maintain procedures, records, share information, and monitor their implementation
Represent RKH in local safety standard developments or regulation evolutions with authorities.
Develop contacts and benchmarking with other similar companies
Ensure complete and proper investigations are carried out into incidents and serious near-misses
Manage internal audits for Railway Safety
Handle emergency situations with a quick response time
Implement and manage the Safety Management System (SMS) as per customer’s requirements
Manage the Safety Certification process and accreditation (for Metro and Tram Rail Management System)
Obtain the necessary safety certification and accreditation
Organise the necessary survey regarding any regulation updates and evolutions
Manage safety team by maintaining & developing internal skills and competencies
Lead his/her team, demonstrating clarity of vision, ambition, enthusiasm and a genuine commitment to commercial success. This will be characterised by open and honest dealings, a high degree of collaboration and a consistent effort to build and maintain positive relationships at every level
Actively promote diversity, equality and inclusion within the organisation, leading their team in a manner consistent with these principles

Safety accountabilities

Promote a positive Safety culture within the workplace and attend any Safety related meetings/briefings as required within the Job role.
Comply with the requirements of the Company Safety Policy and Safety
Management System.
In conjunction with the HSE&CSR Manager, ensure that all accidents and ‘near
misses‘ are properly recorded, reported and investigated to determine the
root causes
Submission of Hazard observations in accordance with Hazard observation reporting guidelines
Ensure that all potential risks that may come from performed activities are
identified and mitigated and ensure that employees, contractors and visitors
are aware of safety procedures and any relevant legislation.
Consider the safety of other persons who may be affected by their acts or
omissions
Be mindful that Safety, Security and Environmental is everyone’s responsibility and as such ALL staff members are accountable for reporting and intervening in Safety, Security and Environmental violations

Profil

10 – 15 years’ experience in safety management
Experience in managing a rail safety team
Experience in the rail transportation
Knowledge of specific standards, norms relating to QHSE perimeter, including but not limited to: ISO standards 9001, 14001, 45001, EN 50126, ISO 31000 (Risk management), EN 50128, EN 50129
Proven investigation skills with knowledge of best practice methodologies
Well-developed communication skills with proven ability to influence at senior management level
High degree of interpersonal skills with strong leadership experience
Ability to produce, read and interpret documents such as safety rules, procedures and guidelines

Educational and Professional Qualifications
A bachelor’s/Master’s degree
Professional safety accreditation preferred

Specific Requirements
Experience in mobilization of resource/ Activities is a plus
Fluent in English – speaking, reading and writing
Arabic language skills an advantage
